Such an argument is total nonsense. Indeed, there are circumstances where it is not a person that has committed you harm. Instead, of a person, it could be a plant, an animal, a situation, the weather, the wind, a fallen apple, or even blind fate, that causes you harm.
What happens when it is not a person? The answer is that one could always anthropomorphize the guilty force. In principle, you could treat the force as if it was a person for the purpose of hexing.
